Methodology

The study employed a thorough desk review and field data collection to document achievements, challenges, and lessons learned. The desk review, driven by key guiding questions, analyzed documents to understand the coordination mechanisms and operational structures of the implementing entities. This review shaped the overall documentation strategy and informed the field data collection plan, facilitating a comprehensive assessment of service provision and implementation across multiple stakeholders, including government bodies and individual partners. Key respondents in the study included six representatives from partners, 11 government representatives (from both national and district levels), 30 implementing partners affiliated with the Programme, and participants from 20 focus group discussions (FGDs) with adolescents and young people aged 13 to 24, as well as caregivers, totaling 232 participants.
